DVV Registration in Finland — Official Guide

All residents staying in Finland for longer than 3 months must register with the Digital and Population Data Services Agency (DVV / Väestörekisterikeskus) to obtain a personal identity code, register their residence address, and access essential public services, including healthcare, banking, and social security (Kela). Who Needs to Register

✔ Non-EU/EEA citizens with residence permits (work, study, family, etc.)

✔ EU/EEA citizens staying longer than 3 months

✔ Nordic citizens staying longer than 3 months (optional, but recommended for full access to services)

✔ Children moving with parents to Finland

Registration is required even if you already have a residence permit.

Why DVV Registration Is Important

After registering, you receive:

Personal Identity Code (Henkilötunnus) – used for healthcare, banking, and official documents

Official registered address – required for mail, taxes, and municipal services

Access to Kela benefits and public healthcare

Eligibility for school enrolment, social security, and other government services

Registration Process

Step 1: Book an Appointment

You can register at a DVV service point. Appointments can be booked online:

Step 2: Required Documents

Bring the following original documents:

✔ Passport or national ID

✔ Residence permit card or certificate

✔ Rental agreement or proof of permanent address in Finland

✔ Birth certificates (for children, if applicable)

✔ Marriage certificate (if applicable, for family registration)

Documents not in English, Finnish, or Swedish may require official translation.

Step 3: Complete Registration

At the DVV office:

✔ Provide personal information

✔ Show required documents

✔ Your address and personal identity code are recorded

✔ Children are registered automatically with their parents

After registration, you will receive a certificate confirming your registration and personal identity code.

Changing Your Address

If you move within Finland:

✔ Notify DVV within 1 week of moving

✔ Update your municipality and postal address online or in person

✔ This ensures your Kela benefits, taxes, and municipal services are correctly linked

Children and Family Members

✔ Children under 15 are usually registered automatically with parents

✔ Children 15 or older may need to register themselves

✔ Family members arriving later must also register within 3 months of arrival
